Choosing a Dubai business activity should begin with what the company will actually sell and deliver, not with the cheapest formation package or the shortest activity label. The activity, legal form, licence scope, jurisdiction and any additional approval must work together for the intended operations.
This guide provides a question set for translating a business model into an authority enquiry. It does not select a licence for a particular company, compare free zone and mainland packages, quote setup costs or treat initial approval as permission to operate.

Write the business facts before searching an activity list
The UAE Ministry of Economy & Tourism places economic activity at the start of the business-establishment sequence and explains that the nature of the activity relates to the licence type and legal form. Its overview also notes that the UAE has more than 2,000 economic activities and that a licence may include more than one activity. That does not mean any combination is available without conditions.

Attach supporting examples such as a draft service description, product catalogue, customer journey, contract scope or supplier flow. These are evidence for a precise authority question, not substitutes for an approved activity.
Translate the brief into activity-wording questions
An activity label can be narrower or broader than the founder expects. Ask the proposed licensing authority to identify the activity wording that covers each revenue-generating operation. If two activities are proposed, ask whether they may sit on the same licence, whether one is ancillary and whether any restriction or separate licence applies.

Do not pick a code only because another company uses it. Its customer, delivery model, legal form, approvals and jurisdiction may differ. Save the date, authority, question, material supplied and written answer.
Check the legal form against the activity
MoET’s official sequence says the legal form should match the business requirements and be consistent with the economic activity. Ask which legal forms are available for the activity and intended ownership, whether a branch or separate entity changes the documents, and which constitutional powers are needed for contracts and banking.

Find additional approvals before relying on a quote
MoET explains that some activities require additional approvals from federal or local government entities, and that applicable approvals form part of the licensing sequence. An example list is not a complete catalogue. The regulator depends on what the company actually does and where it operates.
- Ask whether the activity is regulated or subject to professional qualifications.
- Ask which authority issues the approval, permit or no-objection record.
- Ask whether approval is required before initial approval, before licence issuance or before operations begin.
- Ask whether premises, equipment, staffing, insurance or a responsible manager are conditions.
- Ask what must be renewed or reported after the licence is issued.
For a Dubai mainland route, Dubai’s Department of Economy and Tourism provides the licensing and permits entry point. A chosen free zone is responsible for its own activity and licence process. Do not treat DET as the licensing authority for every free zone or use a free-zone answer as a mainland approval.
Keep initial approval separate from permission to operate
MoET describes initial approval as permission to proceed with establishment steps; it is not the final licence or immediate permission to conduct the activity. A reserved trade name, payment receipt, preliminary quote or immigration step also does not replace the issued licence and any required sector approval.

Reconcile the licence with contracts and banking

If the company adds a product, changes delivery location, enters a regulated customer segment, hires for a new function or opens premises, repeat the activity and approval check. Do not wait for a renewal or bank follow-up to discover that the operating description changed.
