Check a Dubai off-plan project, developer, escrow account, SPA, provisional registration, payments and handover evidence before you commit.

Buying off-plan property in Dubai means committing money before the completed unit and final title evidence exist. The buyer therefore needs to verify the project, developer, escrow instructions, contract, provisional registration and payment milestones as separate evidence gates.

This guide follows the off-plan purchase lifecycle from project verification to handover preparation. It does not predict completion, price growth or investment returns, and the existence of an escrow account should not be treated as a completion or refund guarantee.

Start with the registered project, not the brochure

Record the project name and number, developer, unit reference, building or phase, expected use, purchaser and proposed payment route. Then check DLD’s Project Status Enquiry. The service can show project and developer details, progress, inspection information and the escrow account connected to the project.

Match the official identifiers to the reservation form, SPA and payment instructions. A similar project name is not enough. If the phase, unit or developer entity differs, pause and obtain written clarification before signing or transferring funds.

Verify the broker and payment recipient

DLD provides a Licensed Real Estate Brokers search for Dubai. Check the individual or office information supplied to you and keep the result with the transaction file. A licence result confirms a registration record; it does not guarantee the project, contract or commercial outcome.

DLD and RERA’s brokerage practice guidance tells brokers marketing off-plan projects to check project licensing and registration and the project escrow account, and to direct buyer payments to that account. Before each transfer, independently match the account name and project details. Treat any unexplained account change as a new verification event.

Understand the SPA and provisional registration

The SPA is the transaction document between the developer and purchaser. Review the exact unit and purchaser, price and payment milestones, completion and handover terms, specifications, change provisions, delay and termination provisions, assignment restrictions, notices and dispute terms. Obtain qualified legal advice where you need advice on their effect.

DLD’s Request to Register the Initial Sale is a developer-side service through the provisional register. Its output is a provisional-registration e-certificate. That evidence is not the same as a completed-property title deed. Ask how and when you will receive the record tied to the correct purchaser and unit.

  • Save the signed SPA and every attachment as one versioned set.
  • Record the date on which provisional registration is expected and who must complete it.
  • Match the issued certificate to the purchaser, project and unit.
  • Do not substitute a booking form, marketing allocation or general project receipt for that evidence.

A payment plan is not only a schedule of dates and percentages. Add the condition that must be true before each payment, the account to be used, the document you expect afterwards and the person responsible for resolving a mismatch.

Never describe escrow, progress data or a developer notice as a guarantee. They are evidence inputs. The contract, DLD records and current project position must be read together.

Prepare for construction updates and handover

Keep a monthly record of DLD project information, developer notices, payments, changes to expected timing and any action required from the purchaser. A date change should trigger a review of finance availability, accommodation, leasing plans and any residence assumptions; it should not be silently replaced in the schedule.

Before handover, confirm who will inspect the unit, how defects or incomplete items are recorded, which payments and charges remain, when access is provided, and which registration or title steps follow completion. If a representative will act, check the authority required by the developer, DLD and any lender.

Keep the off-plan cost sheet separate

Do not compare off-plan and ready property only by headline price. Record reservation and SPA payments, DLD or provisional-registration charges, service-partner or professional fees, finance costs, handover charges, inspection, insurance, utilities and a contingency for timing changes. Each amount needs a source, date, payer and due condition.

Frequently asked questions

Does a project escrow account guarantee completion?

No guarantee should be inferred. Verify the project account and understand the contract and DLD records, but keep completion, refund and return claims separate.

Is provisional registration a title deed?

No. DLD’s initial-sale service issues provisional-registration evidence for the off-plan sale. Completed ownership follows the applicable later registration steps.

Can a foreign buyer purchase off-plan?
